Error: PHP is not running

    Localhost Xampp, the server is running two WP installations. Just wanted to test the plugin locally.
    Tried to open INSTALLER with Firefox. The ZIP is OK and can be unzipped.
    Created new db and made sure its empty. Directories are writeable.
    WP 3.42 Weaver Pro Theme.
    This is what I see:
