Error in console says I have to enable billing but I have

I am trying to get a new install of the plugin working. In the settings it is showing that my API keys are validating. However under the map settings when I click preview map it says “This page can’t load Google Maps correctly.” Also in the console I get this error “You must enable Billing on the Google Cloud Project at https://console.cloud.google.com/project/_/billing/enable”

I have set up and enabled billing so I’m not sure why it isn’t working.
