Error importing Users into new site

  • I have an existing setup, with two domains already syncing.

    I created a third website/domain (example3.com), exported ALL 350 users from example1.com and successfully imported them into example3.com. I then setup the syncs from example1 and example 2 to example 3 (and vice-versa), and it worked perfectly.

    I have now created example4.com, went back and exported my 350 users again from example1.com, however, this time when I attempt to import that file into example4.com, I see the following error when attempting to execute the import:

    Error: the server hung up unexpectedly. Please try to import users in smaller batches.

    I tried just exporting 10 users, which also failed with the same user.

    I have set the max execution time to 10 minutes, with no success.
    I have verified the file size (5 Kb) is less than my max upload size (64 MB).

    What troubleshooting can be done further to identify/resolve this error?
