Error for export/import russian lang

    $imported_json = mb_convert_encoding( file_get_contents( $file_path ) , ‘UTF-8’, ‘auto’);

    Thanks @shmidtelson could you please share the exported JSON for which the issue is seen ? My testdata of shortcodes includes UTF-8 characters and works fine for me..
