Error establishing a database connection

Twice in the past week, my site has suddenly displayed “Error establishing a database connection” and won’t connect to the site at all. I can still connect to phpmyadmin fine and I don’t see any errors in the apache error log that would cause this. Restarting Apache server doesn’t help. The problem is only fixed after restarting the server, no setting changes needed.
