    Thank you for reaching out and I am happy to assist you with this.
    The problem is with Your server’s python update and you can get this error if an exception is raised in a Python CGI script.
    That’s UTF-8 encoded text and it should be opened as UTF-8.
    You should reach out to your hosting provider for assistance.
    The alternative way to backup the configuration is to make a backup of the /wp-content/w3tc-config/master.php file which contains the W3TC configuration.
