Error does not allow adding alt text or deleting

I have a problem when the user role is set to Shop Vendor, Shop Worker.
You cannot add or edit any type of field, it is blocked for example and you cannot add the alt text, nor the title and you cannot delete the image uploaded with the same user.
How can this be solved so that the user can have access to these fields.
