ERROR: Could not download file from remote source

I get the message:
ERROR: Could not download file from remote source
when trying to upload from a URL.
The URL is correct – I checked it in an incognito browser.
Do you know what the cause would be?
Could you put more debugging info in the error message?Thanks,
