Error: Cookies are blocked due to unexpected output.

I’m trying to log in as admin like I often do but get this message. I have cleared cache and data = cookies are enabled. I tried to reset plugins by renaming the plugin folder in my host (DreamHost). Neither worked. I also get this message at the top of the page if I go to the site: “Please accept [renew_consent]%cookie_types[/renew_consent] cookies to watch this video.” I have no idea what this means and it is visible to all site visitors, not just me as admin.

I am not a techie. So simple answers please!
