    Just saw the following error for the first time:

    Error Code: 13113
    Error Severity Code: Error
    Short Error Message: Buyer Cannot Pay.
    Detailed Error Message: The Buyer cannot pay with PayPal for this Transaction.

    Payment was unsuccessful via PayPal Express and buyer used an alternate method.

    Recently updated to latest plugin version 1.1.9.1. I believe this is the first time a customer has tried to use PayPal since upgrading.

    What is the cause of this error?

    Addendum: I did go to the plugin settings page and save after upgrading. I did not make any settings changes.

    This does not have to do with the update, so no worries there.

    If you ever get an error that you’re unsure about it can help to look at this list of PayPal API error codes. It contains an additional column with more details that the API doesn’t include in its response.

    In this case it shows the following for error code 13113:

    Inform the buyer that PayPal declined the transaction and to contact PayPal Customer Service for more information.

    This means that something about the buyer’s PayPal account is not correct and needs to be fixed before they will be able to make any payments via PayPal. This could be a limited access account or a suspended account, for example.

    As the error says, the buyer would have to contact PayPal to figure out exactly what’s going on here.
