    I haven’t touched the site in weeks, so I’m not sure. Likely customized W3 Total Cache or WP Super Cache.

    Try:
    – deactivating ALL (yes all) plugins temporarily to see if this resolves the problem (plugin functions can interfere). If this works, re-activate them individually (one-by-one) to find the problematic plugin(s).
    resetting the plugins folder by FTP. Sometimes, an apparently inactive plugin can still cause problems.

    I did both of these already I believe. Check my original description to confirm.

    Even after this, I still can’t load the wp-admin page.

    Using FTP, cpanel, etc., got :
    /wp-content/plugins/

    and rename it like this:
    /wp-content/plugins-HOLD/

    I did that and nothing has changed. The content-encoding is still responding as “gzip”

    Have you discussed this issue with your hosting provider?

    It’s possible your hosting provider does not support gzip compression.
