Enrollment status pending

Hi,
why some of my students have enrollment status “pending”, and their access to the course is blocked until I clicked “compete” below their name.

That is in: Tutor LMS pro> Enrollments

I want them to have unlimited access to the course I repeat it as often as they want.

What did I wrong?
