Enforce a minimum shipping weight

Is there a way to enforce a minimum shipping weight for all orders (or at least all UPS orders)? For instance if the customer orders 3 products that are .3 pounds each but I need all packages to be at least 1 pound is there any way to bump it up automatically without affecting orders that are already over 1 lb.
