Encoding/Charset Woes: My “—”s are now “?”s…. help?

I moved my WP from one server to another, and ever since I imported my SQL data, all the em dashes in my site are showing up as question marks…yuck. I know it’s an encoding issue, as the problem fixes itself in Firefox if I set encoding to something like Western (ISO-8859-1) they show up correctly. Can anyone suggest a quick fix here? I’m wasting far too much time reading in an area that appears to be a little above my pay-grade.
