encoding problem in plain text emails

    when emails are set as plain text, the {user_password_setup_link} shows & like & # 038 ;

    https://example.com/login/?action=rp&key=dhjrnF8Ynu8LjpsbLDQK&login=326e2cc56d4b5fd649

    instead of (html mail works) 

    https://example.com/login/?action=rp&key=dhjrnF8Ynu8LjpsbLDQK&login=326e2cc56d4b5fd649

    any idea why or how to fix this?
