Encoding errors, makepot broken

G’day Monsters,
There seems to be a problem with file encoding — languages/vue.php has a few broken characters that are not the UTF-8 they purport to be.
See the strings at this line and a couple after it
There’s also something wrong going on here; looks like broken makepot output.
