Enabling tags in onsite

OK, I want to enable tags for my posts. When I post I add the tags but they do now show up on my blog. I am using a very slightly modified tv_techmoz theme. The index.php source is shown below:
beginning of index.php resident in the theme directory. In reading online I thought adding the code ‘<p><?php the_tags(); ?></p>’ to “the loop” would enable things.

Doesn’t seem so. Help would be appreciated
