Enable ParagraphRTLToolbar in the block editor for non-RTL languages

It seems to me that the RTL/LTR text direction toolbar button of the block editor paragprah block is only shown for right-to-left languages such as Arabic, Persian and Hebrew.

I would like to have the option to change the text direction also when my language is set to something else then a right-to-left language (English, let’s say). Is there a way to configure the block editor to always show this toolbar button?
