Enable for Virtual Order Issue

If I uncheck “Enable Virtual Wallet if the order is Virtual” then virtual wallet never appears in checkout.
The site I am working on is only for downloadable products and all products have the “Downloadable” tick box marked.
It works if I Enable Virtual Wallet for virtual orders, but this is not an option as I do not want customers having the ability to purchase credits with their virtual wallet.
A solution would be very much appreciated.
