Enable Cookies on Accept

If think the law (at least in Austria) has changed. All cookies need to be unchecked at the beginning and the users need to tick them individually. So it is an opt-in policy not opt-out.
My question is if I can have all cookies unchecked at the beginning und automatically enable them when the user clicks “accept all cookies” .
I think that is not possible right now. Could you provide that feature or do I need to look for another plugin for all my sites.
