Enable Anonymous Links not working

Hi am using the Enable Anonymous Links with numeric goto …. if i have a prefix url such as https://www.excample.com/hello.php?url= . the masked url will be like https://www.excample.com/hello.php?url=https://www.example2.com/test using link https://mywebsite.com/goto/1 but it doesn’t redirect to the correct url of https://www.example2.com/test . how do i encode the url https://www.example2.com/test to make it work

also i notice that if url that doesn’t start with https://www.example.com or example.com such as click.excample.com or us.excample.com it doesn’t hide it
