Enable All button still not showing and banner on Home page only

Hi guys, I still need your help, please. I did that you said but I still can’t see Enable All button. I checked on mobile and desktop and various browsers. It’s not showing:(

And another moment. The banner appears only on the home page. Shouldn’t it appear on all pages?
