Empty table cell disappears

Sometimes the table loads correctly, but usually it loads like this https://1drv.ms/u/s!AozWKq9-RQ9Zvg4ETkji9v_HIn3v even though it should be like this: https://1drv.ms/u/s!AozWKq9-RQ9Zvg-9IDubce6S0S3B – the first cell must be empty.
