This has been solved with this code

$myvideocss = pods_field_display( 'project_video_one' );
if($myvideocss == ""){
echo "<style>div#video { display:none; }</style>";
}

better use this as a shordcode and place that shortcode somewhere on the page

function yourvideocss(){
$myvideocss = pods_field_display( 'project_video_one' );
if($myvideocss == ""){
echo "<style>div#video { display:none; }</style>";
}
}
add_shortcode('videocssschortcode1', 'yourvideocss' );

shordcode is: [videocssschortcode1]
