Emails Sent, but to the wrong email?

I set this up like I have in the past. But the test email, and contact form emails submissions, are being sent to the email address used to SEND the emails (the one I used with credentials to set the plugin up), not to the email listed as the “TO” email. It’s very strange. The forms / emails are NOT being sent to the email address set as the main contact in WP Settings, but rather the email account used in the SMTP settings.
Is this a common issue? It’s almost like there’s a weird loop.
