Emails language (customer note)

After 2.1.4 update I noticed that order emails sent manually from admin panel are in language of admin panel. This is good. This didn’t worked before update. But customer notes aren’t still translated completely. When I added a customer note the email subject and heading are in english and body of email is in language of admin panel which is set during note posting. Please can you fix it like other emails language ?
Other question. Is it possible to send order emails in language which customer have set while placing order ? Independently of admin panel language.
