Emailing posts to certain subscriber groups

I’m using the plugin gopiplus to send automatic emails to subscribers when a new post is published. My question is, can I send certain subscribers only posts on certain topics? Would I need to create a “group” within the plugin and create some kind of specific “notification”? For example if I’m talking about food policy, I might want a certain group of subscribers to get notifications only for posts related to SCHOOL food policy and nothing else. Maybe tagging the posts as “school food policy”?
