Email subscriber

I am having a terribly time trying to set up my blog – can you please help?

There are two issues that I would have thought should have been second nature in WordPress.

1. I cannot create a ‘subscribe’ button or tab on my blog. I should be able to notify subscribers but email when I have blogged a new blog. I cannot seem to do this at all. I have tried with Jetpack as well but surely there is something built into WordPress?

2. The images are a mess – they are all either totally massive or odd shaped. I would like to be able to blog from my phone and don’t want to have to resize the images each time I blog as I won’t be able to be mobile (I would have to only blog from my desktop). Is there something that I can set so that the images come up a uniform size?

I would be incredibly grateful if someone could get back to me on this – I have tried everything!
