Email submission plugin?

  • Is there any plugin that:
    Can create a form, where someone must submit an email, and then puts it into some sort of list format?
    And then, allows an email to be resubmitted daily, but does not allow an email to be submitted more than once per day?

    Maybe as a better description, is there a plugin that can generate multiple opt-in lists, save them to the server at the end of the day, and then delete the lists?
