Email not being sent when Revisor creates page or post

Hello,
When a Revisor adds a page or post the admin does not get an email notifying that there is a page that needs to be approved; however, when the Revisor edits a page the admin is sent an email. How can we have the admin’s notified whenever a page or post is created or edited?
