Email confirmation not working

In Bouncer, for user moderation, I am not able to get email confirmation working at all, though admin approval does work. I have WSL and TML installed with the necessary fields set, but the email confirmation setting seems to do nothing. Once a user gets authenticated, they are automatically logged in.
I’m not even sure how it’s supposed to work. TML does email validation by sending the user their password via email, so they can’t login without a working email address. However, WSL doesn’t even use onsite passwords, so I’m not sure how it would plugin to TML’s functionality… perhaps it’s using some of TML’s functions with it’s own interface?
Anyway, any guidance would be appreciated.
