Email bodies are not respected during events

I’m still stuck on my “workflow” question from yesterday, so while I’m waiting and hoping someone will comment on it, I verified a few other actions.

From what I can tell, the Pending, Approved and Rejected email bodies are not being sent when those events occur. The Subject lines are fine, and are respected as I changed them. However the bodies are not being sent. It appears to be sending hardcoded text for those events.

Has anyone else seen this behavior?
