Email before download, is it possible with this plugin?

Yes it is possible to achieve it using Email Subscribers , Icegram free version and Icegram Pro plan.

You will have to integrate subscribe form of Email Subscribers with Icegram message and use CTA action and set CTA option as “submit form via ajax”.

Also set form redirect link to download link of PDF. So that, your page will not redirect after form submission and PDF file will be downloaded.
