Actually, are there any known problems with Genesis? Because I’m having this exact problem, deactivated all of my plugins except for the contact form, and the spinning arrow w/ sent email issue persists.

No – haven’t seen any problems with Genesis Framework.

However Javascript Conflict can occur with any Javascript loaded on a page included any included in your theme.

The spinning arrow is a common symptom of a Javascript conflict – see Contact Form 7 Email Issues – there is a link there that covers Javascript Conflicts.
