email and ping service settings not available in admin panel

  • hello,
    I am using wp 3.0 multi site feature – upgraded from wp mu.

    In the admin section: settings –> writing there should be the settings available for the email and ping services. both is not visible and not there in my installation.

    where I can activate it?
