Hello. How did you solve the problem? I have the same problem.

When you have WordPress offline, the custom css does not work and it does not allow you to put html code either. Once you have WordPress installed and Elementor you have to add the html code widget and connect to the internet and it will let you put the code. The same thing happens with custom css. You only have to do it once.
