Editor not Available in WP 3.1 for Multisite

    I upgraded my site to WordPress 3.1. It is a multisite. Under the “Appearance” tab there is no link for the “Editor” so you can edit the php files or the style sheet. Has that been moved or do I need to activate it someplace?
