Editor missing under Appearance?

Are themes, menus, widgets there? Check wp-admin for theme-editor.php

Yes I have themes, menus, widgets, theme options, header and background

And yes theme-editor.php is under wp-admin.

With FireBug and Script high-lighted go log into wp-admin, go to dashboard, click on appearance.

If there is a javascript error in any of these steps FireBug will tell you where the problem is.
