Editor Issues

I updated to WP 4.9 today.
After that, I got this view when editing pages or Posts.

There was a premium theme and a lot of plugins installed.
I 100% followed the Guidelines in Thread “Fixing WordPress”.
I cleared browser and System Cache
I deactivated all themes and plugins
I activated only twenty sixteen or seventeen.
The result was the same.

Then I downloaded a fresh copy and copied everything but not wp-config.php file and not wp-content Folder to the install′s Directory.

The result was the same.

I can not click anything. Switching from visual to text or text to visual or adding media is not possible. And there is no title field.

There are no plugins and only twenty seventeen installed

Any idea?
