The post/page editor shows no controls in either Visual or Text modes. The text of an existing post shows up with Ctrl-A, and new text can be pasted with Ctrl-V.

Renaming the plugins folder and creating a new empty one did not change anything.

In my user settings, the disable-visual-editor is not checked.

This is a site I installed today. I checked an older site of mine on a different server, and it works OK.

    – With ALL plugins deactivated, also try switching to the unedited default Theme (Twenty Sixteen.) for a moment using the WP dashboard to rule out any theme-specific issue (theme functions can interfere like plugins).

    – If that does not help, your browser can help you identify JavaScript issues or conflicts. Do you have any Javascript errors in the console when looking at the editor page? This article can assist you in doing that diagnosis.

Mea culpa! I had uploaded WordPress with Filezilla set to ASCII instead of Auto!
