Editor can see, shouldn't edit

First off, I am using the User Role Editor plugin, but none of the pertinent options are checked (which would make sense, anyway; i.e., edit_plugins, update_plugins are all off).
Editor-level users can see Jetpack, settings and all. But editors shouldn’t be activating or deactivating plugins or modules of plugins, especially ones as wide-reaching as many of those in Jetpack. Additionally, the link the admin set up to wordpress.com is not showing up, prompting them to establish the connection. If they establish their own link, what happens?
I’m down with them seeing site stats, even being able to insert contact forms, etc., but is there any way to remove or hide this admin-level functionality without editing the plugin or wp-admin stuff?
