Editing with moderation

I’m trying to figure out a way to allow a certain user to edit existing posts without publishing them. It seems that should be possible, based on the options, but it’s not working for me.

I’ve changed the “Editor” capabilities to include “Edit posts,” “Edit Others’ Posts,” “Edit Published,” and “Edit Private.” I have UNCHECKED the “publish” option there. But it still seems to be allowing me to publish changes to my post.

Ideally, I’d like to be able for some users to update posts themselves, but save them for moderation by me. Am I missing something?
