Editing Template messes up footer

I created a new custom template, and set the content width to 620 px.?? My header and footer have content width set to 100%.?? When I add my footer to the template, it gets squished, and its content width setting is changed to 620 px, and not only in the template.?? That footer is squished on every page and post that uses it.
If I edit the footer back to 100% while it’s on the template, the entire template goes to 100%. When I change it back to 620 px, it squishes the footer again. I have tried every iteration of editing template, editing footer, attach footer, unattach, and nothing works.?? The template settings and the footer settings are always the same.
More puzzling, before I created the new custom template, I tried to create a new template based on the Pages template that comes with WordPress. And every change I made to the New Template also took place in the default Pages template, like they are one-and-the-same with two different names.
What’s the point of having This Template for This Page, and That Template for That Page, if the templates are going to end up the same??? Likewise, what good is a Footer that won’t stay the way you leave it?
This can’t be right.?? Is there some setting somewhere to lock-in the footer like I want it? Is there a way to prevent the changes made to one template from echoing throughout the other templates?
