Edit XML file with specific FTP account

I’m making a plugin that builds a special XML file. For security, the file has to be set so that only a specific FTP user (not ‘everyone’) can edit it. I’m just slightly unsure how I’m supposed to write to a file while logged in through FTP.

Any help would be appreciated.
