Edit revision summary?

Is it possible to edit a given revision’s summary without having it create a new revision to store this data? The revision summary should be considered meta-data to the actual revision, so I’m not sure why changing a description of the changes a given revision includes would be triggering the creation of another revision.

I’m attempting to use this for tracking multiple revisions to a software package with a list of the bugs that were fixed in each revision. I have no doubt that I’ll need to edit the summaries as I go. ??
