Ecommerce Plugin with percentage charge

    I am looking to build a site that will have multiple shops. Each shop needs it’s own paypal payment option. When a payment is received a percentage is removed and paid to the administrator of the site. e.g.

    Sale of ￡5 – shop owner gets ￡4.50, admin gets 50p

    In order to have multiple shops I presume we have to have a Network install allowing users to create a shop. Is it possible to have a validation email sent to ensure folks signing up are real please?
