You have to sign up for eBay Partner network to create an RSS feed – https://partnernetwork.ebay.com/

The plugin is designed more for relevant products, rather than a specific product (as you can imagine, there’s a high turnover of products on eBay, so it works better with a selection of products). But you should be able to generate a feed.
