each Item is adding a shipping cost.

My site sells Cables for Ham Radios to extend the head units and microphones. each cable is not that heavy shipping on each is about $2 – $3.50
At first I setup shipping classes and Zones for flat rate shipping. User can add 3 products and get a flat rate $3.50 for shipping. then I added Canada shipping and switched to Shipping Labels and exact cost for shipping with Jetpack by WordPress.com and WooCommerce Services. So I can buy and print out labels directly from the orders screen.
All worked out great until someone order a few items and the it ended up the shipping was very high. It was adding the actual shipping cost to each item. where shipping for multiple items rarely goes over $4.00
How can I stop it adding shipping for each item and also another problem it makes a shipping label for each item also. I have Pack items together, in as few packages as possible. and I did see an option before printing on the printing option page put all order together. I want it to be automatic.
If I have to re add flat rate shipping shipping Can I have the shipping labels printing and purchase like it does when it looks up the rates for each item?
