Dynamically populate select field with users?

Is it possible to dynamically populate a select custom field with a list of wordpress users? Could you register the custom field and leave it blank and then write a hook to dynamically populate that field? OR would it be best to not register that custom field with Types and just to register it manually in the functions.php file?
