dynamic websites

I am somewhat confused about the definition of dynamics when it comes to creating websites. I hope somebody can clarify or make the term simpler to understand. My question is: By using WordPress, is it enough to call the website as using it in a dynamic platform? When can a website be considered dynamic? Is a website only considered dynamic when the user uses a platform like a content managing system? Thanks in advance.
